政府作为城镇化的直接领导者与推动者,其行为规范与否将直接影响城镇化的质量与速度。在了解秦皇岛城镇化现状的基础上展开论述,针对城镇化进程中政府行为存在的问题提出切实可行的规范思路。
As a direct leader and facilitator of urbanization, the government’s norms of conduct will directly affect the quality and speed of urbanization. On the basis of understanding the status quo of urbanization in Qinhuangdao, the paper discusses the problems existing in government behavior in the process of urbanization and puts forward practical and feasible norms.
