成本为主,合理利润,公平负担,促进用户合理用电。成本为主的原则要求供电企业依据发、供电成本制定电价;合理利润的原则保证供电企业具有扩大再生产的能力,同时保护用户的利益;公平负担的原则要求对不同类型的用户,按各自不同的供电成本制定电价,而对同一类型的用户一视同仁;促进用户合理用电,电价应能鼓励用户在适当的时候以适当的方式用电。
