“90·70”政策担负了住房政策功能,或者进一步说,是经济政策中担负了社会政策功能。两类政策的混淆,会影响到房地产政策本身的有效性。

The “90 · 70” policy has taken on the function of housing policy or, further, it has assumed the function of social policy in economic policy. The confusion between the two types of policies will affect the effectiveness of the real estate policy itself.
