自2003年11月份以来，政府多次下发要规范钢铁行业发展的通知。行业规范的主旨是进一步加强钢铁业的投资引导，而非收缩钢铁业，“在总量扩张中调整结构，在结构调整中发展总量”。调控政策是引导产业结构调整和升级，鼓励增加板管等高附加值短缺钢材的供给能力，限制发展能力
Since November 2003, the government has issued many circular to regulate the development of the steel industry. The main thrust of the industry norms is to further strengthen the investment guidance of the steel industry instead of shrinking the steel industry, “adjust the structure during the total expansion and develop the total amount during the structural adjustment.” Regulatory policies are to guide the adjustment and upgrading of industrial structure, to encourage the increase of supply of plateau steel and other high value-added shortages of steel, to limit development capacity
