当权力与利益结合在一起,它的“含金量”就会倍增。一旦廉洁底线失守,权力便如同失控的洪水猛兽,把人推向腐败堕落的深渊。统计数字显示,中国约有60万的行政村,这些行政村里的基层干部多达数百万。多年来,随着经济社会的发展和改革的不断深入,城镇化进程中土地开发产生的利益对基层干部形成了巨大的诱惑,再加上监管的缺位,使得“小村官、大腐败”成为中国社会转型期一个特有的现象。
