执政能力建设是党执政后的一项根本建设。加强党的执政能力建设,是十六大根据新世纪新阶段党所面临的新形势新任务而作出的一项战略决策。党的执政能力同党肩负的重任和使命总体上是适应的。但是,面对新形势和新任务,党在执政能力建设方面还存在一些必须高度重视并加紧解决的问题。
The construction of governing ability is a fundamental construction of the party after it takes power. Strengthening the building of the party’s ability to govern is a strategic decision made by the 16th CPC National Congress according to the new situation and new tasks the party faces in the new phase of the new century. The party’s ability to govern and the party shoulder the task and mission as a whole is to adapt. However, in the face of the new situation and new tasks, the party still has some problems that it must attach great importance to and urgently deal with in order to build its governing capability.
