二战后日本港航业经历以造船业为先导、造船业与海洋运输业集约化发展以及港口大建设三个阶段,并在此基础上逐步形成了以造船和港口为核心的海事集群创新发展模式。日本海事集群发展的关键是政府的主导力量、大财团的凝聚力量和中介组织的沟通力量,同时公平、公正、透明的市场化环境也是海事集群创新发展的关键。
