文章针对发达国家的电价形成机制展开研究,分析电价的形成过程和当前发达国家电价改革中基本政策,尝试探究输配电价管理的基本体制,并提出了立足中国国情、坚持输配电价的制定与管理公开透明原则以及妥善处理电价交叉补贴等对我国电力市场改革的建议。
In this paper, we study the electricity price formation mechanism in developed countries, analyze the formation process of electricity prices and the basic policies in current electricity price reform in developed countries, try to explore the basic system of transmission and distribution price management, and put forward that based on China’s national conditions, Management of open and transparent principles and properly deal with cross subsidies such as tariffs on China’s electricity market reform proposals.
