端午小长假前,湖北省武汉市民政局向社会组织购买服务的举动被看做是当地有史以来政府购买服务公开招标的第一单。早在年初,武汉市民政局就曾公开表示,今年将进行价值逾千万的政府购买服务,并确定了包括社区事务类、社会救助类、社工服务类、社会福利类和公益慈善类在内的五类购买范围,涉及社区人才培训等在内的9大项目。此次的第一单就是这9项之一经过公开招标的方式被最终敲定。
