随着知识创新工程试点工作的全面推进,我院在学科布局、组织结构调整、体制改革和机制创新,已初步形成科技布局合理、适应科技创新和国家需求、与国际基本接轨的体制结构和制度体系。在新的框架下,实施我院新时期发展战略,特别是科技人才战略,建立国际化的人才架构,以不断壮大和完善的科研流动队伍,实践我院科技创新队伍的动态更新。1985年我院在全国率先试行博士后制度。近20年来,博士后制度在我院发展的不同阶段发挥了重要作用,为我院吸引和凝聚了大批高素质的科技骨干,
