从鞍钢老区改造和新区建设两个方面,对鞍钢“两步宏图”规划中所涉及的厂区改造问题进行了研究和探讨,并向制订方案者提出了合理化建议。作者认为老区改造至关重要,老厂的问题解决了,新区建设的方案才能定下来。对于新区,建议不再建新炼铁区,上宽厚板的同时就要建冷轧厂;问时调整热连轧、连铸与宽厚板的总图部置。建议加大老区高炉容积,新区不再建高炉,可多建几台烧结机。
