“十五”期间全省人事编制工作的指导思想是:坚持以邓小平理论特别是邓小平人事人才理论和江泽民同志“三个代表”重要思想为指导,围绕我省“十五”期间经济和社会实现跨越式发展这一战略目标,以改革创新为动力;以调整优化人才结构为主线。突出人才资源开发这个主题,加强机构编制管理,深化人事制度改革,提高人才资源配置的市场化程度;改变人才布局失衡的状况,着力构建汽车、化工、医药、食品、电子五大人才群体。形成一支数量充足。素质精良、结构合理的人才队伍;为我省经济实现跨越式发展提供人事人才保障。
