城乡规划与建设管理的自由裁量性较大,决策中具有一定的随意性,出现了频繁调整城乡规划、随意改变土地用途、违规调整容积率等一系列问题。必须采取健全城乡规划管理的法律法规、完善城乡规划体系、规范法制化审批程序,制定决策监督与问责制度等措施,规范决策行为,提高决策的合法性、科学性与民主性,真正实现“科学规划、阳光规划”。
