国营林场森林经营方案是国营林场森林经营的主体,是森林经营的重要依据。它是以森林资源规划设计调查为基础,以我国林业政策法规为依据,以当地的社会背景和我国的林业发展趋势为依托,根据林场的现实情况和发展规划编制的。以前很多国营林场编制过森林经营方案,但所编制的森林经营方案,在森林经营过程中起到的作用微乎其微。分析其原因有以下几个方面:一是对林业政策没有很好的把握,不能很好地结合林业政策确定经营
