2010年伊始实行的《城镇企业职工基本养老关系转移持续办法暂行办法》为我国跨地区养老保险关系实现顺畅转移提供了可能,但是在其实践过程中却存在参保与收益水平差异、异地对接困难、自我流动难以转移等问题。经过研究分析,认为只有采取加强政府间协调、加快社保信息化建设、提高经办人员素质、加大宣传力度等,新办法才能不断完善,促进我国社会保障制度的进步。
The Interim Measures for the Continuation of the Transfer of Basic Endowment of Care for Urban Enterprises Employed at the Beginning of 2010 has provided the possibility for the smooth transfer of the cross-regional pension insurance in our country. However, in the course of its practice, there are some differences in the level of insured and benefits, , Self-mobility is difficult to transfer and other issues. After research and analysis, we believe that the new measures can only be improved continuously to promote the progress of social security system in our country only by adopting such measures as strengthening inter-government coordination, speeding up the construction of social security information, improving the quality of handling personnel and increasing propaganda.
