上海的零售商业属集体所有制,但长期以来按国营商业的模式经营管理,行政上隶属于区的主管部门;企业购销计划、资金使用、职工招收及干部任免等等都由上面决定;财务上以核算块或中心店为单位统一核算,铳负盈亏,与企业的经营成果木挂钩;企业内部则实行固定工资加奖金,与职工劳动贡献脱节,集体商店失去了它的经营特点。那些本应是方便群众日常生活的集体烟杂、百货小店都成了不受欢迎的“老爷店”。
