十年改革,在国家对外开放,对内搞活的总体经济政策的指引下,舟山渔区以大包干,对船核算为主要形式的渔业生产责任制,打破了单一的渔业经济体制,造就了多层次、多结构、多方位,以分为主,统分结合的多种渔业体制格局,空前地调动了广大渔民的生产积极性,给面临困难的舟山渔业带来了新的生机,取得了十分可喜的成就。但是,随着时间的推移和改革的不断深入,象世界上任何事物都具有历史的局限性这一共性一样,渔业改革进行到这一步,也多多少少地逐步暴露了一些矛盾,给渔区干部、群众提出了新的历史课题。本文试图就当前舟山渔区存在的一些倾向性问题,提出自己的一些不成熟的看法,见智见仁,权当讨论。在治理经济环境,整顿经济秩序,全面深化改革的形势下,或者不是无益的。
