越境垃圾是指借助船舶等运输工具由一个国家越境非法转移至另一个国家的垃圾,也叫境外垃圾、跨国垃圾或舶来垃圾,我们称其为洋垃圾。与一般垃圾相比,其最大特点就是危险,有害,难以处理,处理费用高昂,资源化利用经济效益抵销不了其处理成本。绝大多数洋垃圾是未经输入国许可而非法偷渡入境的,这就出现了在国际间转嫁垃圾的贸易。从目前垃圾越境贸易的总体趋向看,基本上呈现出由发达国家流向发展中国家以及发达国家之间的相互流动两大流向。发达国家每年用作越境贸易的有害垃圾的产生
Cross-border trash refers to the illegal transboundary movement of a country to another country by means of a means of transport such as ships.
