根据财政公共投资效益的内涵和投资效益评价的核心要素,构建了财政教育投资效益、财政科技投资效益、财政文化体育投资效益、财政社会保障和就业投资效益、医疗卫生效益、农林水事务投资效益、交通运输投资效益、环境保护效益等8个一级指标和31个二级指标的递阶层次结构模型,应用G1-法确定了地方财政公共投资综合效益评价体系中的各指标权数,并对相关因素的重要性进行了排序,其结果为地方财政公共投资综合效益评价与决策提供了参考依据。
