体现公交服务的公益性,政府责任已经到了回归时期,主导公共交通优先发展是一个必然而且唯一的选择温岭市自上世纪90年代中期在全省率先实行村村通公路后,城乡公交快速发展,乡村群众出行更为便捷。城乡公交客运是以企业行为和完全的市场化手段作为投资运营模式,受利益驱动,企业对冷热线路运力调整随意性大,线路运营不准点,服务质量差。近年来,随着运营成本的提高,城乡公交客运票价擅自提价和乱涨价现象屡禁不止,且处罚难,收效甚微,成为“两会”代表委员提议案的热点和社会关注的焦点,探索一条行之有效的城乡公交一体化管理运营机制,已成为政府及相关部门的重要课题。
