发改环资[2015]2154号各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委(经信委),财政厅(局),住房城乡建设厅(委、局),各有关单位:为贯彻落实国家“十二五”规划《纲要》和《循环经济发展战略及近期行动计划》(国发[2013]5号),建设一批循环经济示范城市(县)。国家发展改革委、财政部、住房城乡建设部组织开展循环经济示范城市(县)建设申报工作,现将有关事项通知如下:
Autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the Development and Reform Commission of Xinjiang Production and Construction Corps (ECB), the Department of Finance (bureau), the Department of Housing and Urban-Rural Development (committee and bureau) In order to implement the “Outline” and the “Circular Economy Development Strategy and Immediate Plan of Action (Guo Fa [2013] No. 5”) of the State “Twelfth Five-year Plan”, a number of demonstration cities (counties) for recycling economy shall be constructed. National Development and Reform Commission, Ministry of Finance, Ministry of Housing and Urban-Rural Development to organize the implementation of circular economy demonstration cities (counties) to declare the construction work, the relevant matters are hereby notified as follows:
