人们容易看到应急管理中对政府部门集权的需求,却不容易看到这个时候很可能对于社会组织的参与同样有着急迫的需求。在政府所追求的资源与社会的高度动员、协调一致地采取行动目标中,非政府组织理所应当地成为行动力量的一个组成部分。应急管理是预警、预防和应对公共领域发生突发事件的管理,在这样的管理中,尤其是在突发事件发生时的管理中,对于政府的管理需求急剧上升:需要它们紧急调动国家资源、快速而有力度动员社会公众、统一作出决策,在尽可能短的时间内消除危机。所以,我们自然能够看到,在突发事件涉及到的最高政府层面上,设立一个居于核心地位的、具有最高权威的指挥机构的必要性,而且,最高决策中心在危机管理中的适度集权也是必须的。一个比较典型的例子是美国的联邦紧急事务管理署
