1967年 2月 2 6日至 3月 2 5日 ,中共中央、中央军委在北京召开的全军军以上干部会议的主题 ,不是打倒刘少奇 ,在认清“文化大革命”的“重要性”和“迫切性”上统一军队高级干部的思想 ,而是动员军队帮助地方抓春耕生产。这次会议是周恩来与叶剑英、萧华商量后提议、经毛泽东批准召开的 ,林彪的讲话和陈伯达、康生煽动打倒刘少奇的讲话 ,只是会议的一个插曲。
