“九五”时期,上海各条战线在中共上海市委、市人民政府的正确领导下,全面贯彻执行中央的路线、方针和政策,积极探索以中国特色社会主义理论为指导、体现跨世纪时代特征、符合上海实际及特大型城市特点的发展新路.五年来,全市人民勇于实践,开拓创新,国民经济保持持续快速健康发展,“九五”计划制定的各项主要预期目标全面实现.“九五”的辉煌,是上海发展历史上的一个新篇章,是上海迈向新世纪的新起点.
