随着我国以工补农、以城带乡发展方略的实施,我国农业和农村经济发展迎来了新的历史机遇,农业投入体制也发生了重大的变化,投资主体走向多元化,资金来源形成多渠道化。但限于农业投入法律的缺失,使得农业投入带有很大的随意性、不合理性,与全国政策的不统一性。因此,应建立和健全农业投资立法体系,引导、支持、规范和保护农业投资资金,让有限的资金能真正用于“三农”建设和发展。
