林业生产周期长,见效慢,需要较多的投入,没有足够的资金不行。发展林业的资金,主要来源是育林基金。征收育林基金,是党和国家根据以林养林的原则而早已建立的一项制度。多年来,我省认真地执行了这一制度,对发展林业起了作用。但是,也存在不少问题。木材市场开放后,问题较以前更多。其主要表现,一是一些林业部门领导,当家不理财,对于征收育林基金的意义认识不足,重视不够,没有把收好管好用好育株基金工作的位置摆正,不认真组织力量征收,漏征现象很严重。二
