我省黄河工程历经三年春修防汛,特别是去年的秋讯战斗中,更创造了山东河防史上的光辉记录。在山东人民三年的辛勤劳动下,河防工作已获得一定基础,开辟了今后治黄大业的胜利道路。今年中央人民政府黄河水利委员会提出:要求在现有胜利基础上,将河防强度进一步提高,确保正抵抗比一九四九年更大的洪水,不准溃决。这一任务是完全符合山东人民的要求和本省今年建设需要的。我沿黄各级人民政府,必须坚决贯彻这一任务,保证在汛期前及时完成全部工程,以求在今年防讯中,取得较大主动,确保河防安全。为此,特作下列指示:
