同志們:這次教育局約我和同志們談談,事先有兩點說明。第一我对天津小学教育知道的少,所講的东西恐怕對大家帮助不会太大。第二我到教育部時间很短,今天我所講的只是个人意見,希望大家批判。我談兩個問題,一是少年兒童隊与学生會,二是小學民主管理。 (一)少年兒童隊與學生會的問題 先談少年儿童隊與学生會的問題。首先我講少年兒童隊發展情况,我國新教育已有二十多年歷史,所以少年儿童队与新教育是分不開的,其發展的情况分為三階段:
