根据1998年英国政府运输白皮书关于成立铁路战略管理局的建议,伴随着2000年运输法案的通过,英国铁路战略管理局（SRA）于2001年2月1日宣告正式成立（1999年7月成立了影子铁路战略管理局sSRA）。SRA的组织机构包括客运特许管理部、对外联络部、法律事务部、商务部、地区路网部、货运部、财务部、基础设施部、战略部和伦敦及西南地区部。
According to the 1998 White Paper on the Government of the United Kingdom on the proposal of establishing the Railway Strategic Administration, along with the passage of the Transport Act of 2000, the British Railway Strategic Administration (SRA) was formally established on February 1, 2001 (established in July 1999 Shadow Railway Strategic Administration sSRA). The organization of the SRA includes the Passenger Transport Licensing Administration, the International Liaison Department, the Legal Department, the Ministry of Commerce, the Regional Road Network Department, the Freight Transport Department, the Finance Department, the Infrastructure Department, the Strategy Department, London and the Southwest Department.
