河北省涿鹿县地处永定河上游,全县总面积2802km~2,耕地4.15万hm~2,总人口32.37万,其中农业人口29.19万人。涿鹿县俗有“七山一水二分田”之称,海拔高度在430～2882m之间,年均气温8.7℃,年均降水量为424mm,无霜期80～141天,干早、霜冻、低温、冷害、冰雹是我县的五大自然灾害。涿鹿县水土流失面积达1805km~2,占总面积的64％,年土壤侵蚀模数达5000～10000t/km~2,严重的水土流失造成自然灾害更加频繁,人民生活贫困。
