大理州集体林权制度改革是破解白州林业发展难题的根本出路,也是农村集体产权制度改革进一步深化的必要措施。随着有利政策环境、管理部门职能转变、较好的生态文明意识成为了白州集体林权制度改革的有利条件,但同时也存在林权流转制度建设不健全、林权交易保障平台不完备、林权交易金融体系不完善等问题。笔者建议从三方面着手改进:一是健全林权流转制度,强化流转监管机制;二是优化林业发展环境,调整林业产业结构;三是深化配套制度改革,搭建投资融资平台。
The reform of collective forest tenure system in Dali Prefecture is the fundamental solution to the difficult problem of forestry development in Baizhou and the necessary measure to further deepen the reform of rural collective property system. With the favorable policy environment and the transformation of management functions, better awareness of ecological civilization has become a favorable condition for the reform of the collective forest tenure system in Baizhou Prefecture. At the same time, however, there is still an imperfect system for the circulation of forest tenure rights and an imperfect platform for the protection of forest tenure transactions. Right to trade financial system is not perfect and other issues. The author suggests improving from three aspects: one is to improve the system of circulation of forest rights and strengthen the supervision mechanism of circulation; the other is to optimize the development environment of forestry and adjust the industrial structure of forestry; the third is to deepen the reform of supporting system and set up an investment financing platform.
