资源—环境可持续开发利用、国家经济可持续增长和国民收入水平可持续提高 ,是海湾地区可持续发展的基本目标。但区域的自然、社会经济技术和历史因素的不协调性使这个基本目标受到严峻挑战。海湾国家要实现可持续发展 ,需采取相应淡化限制的对策 ,诸如 :人力资本立国 ,向知识经济结构转变———包括知识产业化 ,发展具有海湾特色的知识产业 ;产业知识化 ,改造传统的物质生产部门 ,用知识武装第三产业 ,创汇求发展。
Resources - The sustainable development and utilization of the environment, the sustainable growth of the national economy and the sustainable increase of the national income level are the basic goals of sustainable development in the Gulf region. However, the incompatibility of the natural, socio-economic, technological and historical factors in the region poses a serious challenge to this basic goal. In order to achieve sustainable development, the Gulf countries need to adopt appropriate countermeasures such as the establishment of a human capital system and the transition to a knowledge-based economy --- including the industrialization of knowledge and the development of a knowledge-based industrial park with knowledge of the gulf; knowledge-based industries and transformation of the traditional Material production sector, armed with knowledge of the tertiary industry, foreign exchange and development.
