在国家推进“建立全国创新调查制度”的背景上,以陕西省独立民口科研机构为研究对象,以其创新现状与特征为研究内容,采用创新调查的调查方式,根据科研机构不同特点设计不同的调查问卷,对陕西省科研机构自主创新的基本情况、产学研结合、创新信息及技术来源、创新成果及转化、政府政策对创新的影响、阻碍创新活动的因素以及转制机构产品、工艺、营销创新等7方面的信息进行调查研究与分析。通过对回收问卷的系统分析,得出陕西省科研机构创新现状较好、产学研合作开展广泛等结论,并提出有针对性的对策建议。
