国有企业面向市场,深化改革,转换经营机制,加强内部管理,加快技术进步,提高经济效益,迫切需要增强企业干部队伍的素质。“政治路线确定以后,干部就是决定的因素。”邓小平同志在视察南方重要谈话中强调:“中国的事情能不能办好,社会主义和改革开放能不能坚持,经济能不能快一点发展起来,国家能不能长治久安,从一定意义上说,关键在人。”鉴于此,新时期强调企业干部队伍素质,既有必要,也很重要。
State-owned enterprises are facing the market, deepening reforms, transforming operating mechanisms, strengthening internal management, accelerating technological advancement, and increasing economic efficiency. There is an urgent need to enhance the quality of enterprise cadres. “After the political line has been established, cadres are the decisive factor.” Comrade Deng Xiaoping emphasized in the important talks inspecting the south: "Can China’s affairs be handled well? Can socialism and reform and opening up be maintained? Can the economy develop faster? Whether long-term stability can be achieved or not, in a certain sense, the key lies in people.” In view of this, it is necessary and important to emphasize the quality of enterprise cadres in the new period.
