温家宝总理5月24日主持召开国务院常务会议,听取国资委关于国有企业改革和国有资产监管工作的汇报。会议强调要着力做好加大垄断行业改革力度,放宽市场准入,推进市场主体和产权多元化,提高市场竞争和抗御风险能力。最新消息表明,国资委正抓紧研究建立央企国有资本经营预算制度,《国有控股上市公司(境内)实施股权激励办法》也将出台。以此为背景,今年以来,各地在国有企业改革和国有资产监管方面也作出了一系列新的部署,国企改革步伐明显加快。
Premier Wen Jiabao chaired a State Council executive meeting on May 24 and listened to the report of SASAC on the reform of state-owned enterprises and state-owned assets supervision and administration. The meeting emphasized that efforts should be made to intensify efforts to reform the monopoly industries, relax market access, diversify market players and property rights, and enhance market competition and risk resistance. Latest news shows that the SASAC is stepping up the study and establishment of a state-owned capital management budget of state-owned enterprises, “state-controlled listed companies (domestic) to implement equity incentives” will be introduced. Taking this as a backdrop, a series of new arrangements have also been made in the reform of state-owned enterprises and state-owned assets supervision and control all over the country this year. The pace of SOE reform has obviously accelerated.
