党的十八大报告指出:“解决好农业、农村、农民问题是全党工作的重中之重,城乡发展一体化是解决‘三农’问题的根本途径”。同人民群众尤其是广大农民群众保持血肉联系,是我们做好农业农村工作的根本保证,这是几十年来改革开放、农业发展、农村经济繁荣、农民增收取得一系列成就反复证明了的事实。因此,我们必须始终把人民利益放在农业工作的第一位,把实现好、维护好、发展好最广大农民群众的根本利益作为“三农”工作的出
The report of the 18th CPC National Congress pointed out: “Solving the problems of agriculture, rural area and peasantry is the most important task of the entire party. Integration of urban and rural development is the fundamental way to solve the issue of agriculture, rural areas and farmers.” Maintaining flesh-and-blood ties with the masses of people, especially the peasant masses in general, is the fundamental guarantee for doing a good job in agriculture and rural areas. This is a fact repeatedly proved by a series of achievements in reform and opening up, agricultural development, rural economic prosperity and farmers’ income growth over the past decades. Therefore, we must always give top priority to the interests of the people in the agricultural work and take the fundamental interests of realizing, safeguarding and developing the vast majority of peasant masses as the “Three Rural Issues”
