简述人力资本与人力资源、人力资本管理与人力资源管理两组不同的概念。认为应从促进现代图书馆学创新、图书馆知识管理、图书馆可持续发展的角度来认识图书馆人力资本管理的作用。提出正确树立图书馆人本管理理念、确立图书馆人力资本需求、确定图书馆人力资本投资方式和建立图书馆人力资本管理的激励与约束机制等人力资源管理的实施策略。
Briefly described two different concepts of human capital and human resources, human capital management and human resources management. It is believed that the role of library human capital management should be recognized from the perspective of promoting modern library science innovation, library knowledge management and library sustainable development. This paper puts forward the implementation strategy of human resource management, such as establishing correct human resource management concept, establishing the demand of human capital in library, determining the investment mode of human capital in library and establishing the incentive and restraint mechanism of library human capital management.
