为了促进社会招标投标竞争公平化,提高政府反腐工作的力度,更合理地利用采购资源,让社会招标与投标行为有法可依,2011年11月国务院出台了《中华人民共和国招标投标法实施条例》。然而依然存在投标单位之间或投标单位与招标单位相互串通骗取中标的不良现象。本文对此问题根据《中华人民共和国招标投标法实施条例》对串标进行解读。
