农民、农村及农业问题长期以来都是中国一个带有全局性、战略性的问题。虽然中国的改革是从农村开始的,但是发展至今三农问题仍然是中国政府非常关注的一个问题。中国是一个农业大国,而且,随着我国城市化进程的加快,传统的农村老年人养老保险观念和体系面临着巨大的冲击。因此,新型农村社会养老保险制度的建立不仅关系到农民的生产、生活,也关系到整个国家的经济发展、政治稳定、社会和谐等重大问题,本文对此进行了初步的探讨。
Peasants, rural areas and agriculture have long been a global and strategic issue for China. Although China’s reform started from the rural areas, the issue of agriculture, rural areas and farmer development remains an issue of great concern to the Chinese government. China is a big agricultural country. Moreover, with the acceleration of urbanization in our country, the traditional concept and system of old-age pension insurance in rural areas are facing a huge impact. Therefore, the establishment of the new rural social pension insurance system is not only related to the peasants’ production and living, but also to the major issues such as the economic development, political stability and social harmony of the entire country. This article makes a preliminary study on this issue.
