蒲海清副省长最近在全省企业三项制度改革情况汇报会上说,我们所进行的劳动用工制度、工资制度、社会保险制度三项制度改革,就是要打破大锅饭、铁饭碗。企业都打破干部工人身份界限,都是企业职工,都要签订劳动合同,企业职工要能进能出,能上能下,能干能工。而社会保险则是稳定社会的“减震器”、“安全阀”。三项制度是基础性的改革,是企业改革的突破口,是对过去企业体制的突破。但它又不是企业转换经营机制的根本,因为企业经营者的责任还没有落实,经营者的约束还没有解决。目前,全省三项制度改革的进展是比较理想的,取得了较好的成绩。但我们也应看到,
