构建社会主义和谐社会,是我们党在新世纪新阶段的一个重大理论创新,是在总结马克思主义执政党建设理论、社会主义建设学说、党自身的建设经验和中国社会发展的现实需要的基础上提出的。蕴涵着党执政治国的新理念、新方略和新机制。党的十六届四中全会从战略的高度提出了科学执政、依法执政和民主执政。实践证明,构建和谐社会离不开党的执政能力建设,务必坚持依法执政、科学执政和民主执政。
