构建和谐社会正在成为当代中国的时代主题,从某个角度说,构建和谐社会的过程也是化解纠纷的过程,是不断消除不和谐因素、增加和谐因素的过程。所以社会的和谐,并不是因为所有纠纷都被解决了,或者所有纠纷都消灭在萌芽状态了,而是一个动态的过程。构建和谐社会,必须建立多元的妥善解决各种纠纷的有效机制。构建多元化纠纷解决机制必须与法治的健全与发展同步,预防和减少社会冲突,实现全面和谐必须在法治的框架内进行。
Building a harmonious society is becoming the theme of the times in contemporary China. From a certain perspective, the process of building a harmonious society is also a process of resolving disputes. It is a process of continuously eliminating disharmony and increasing harmony. Therefore, the social harmony is not because all disputes have been solved, or all disputes have disappeared in the bud, but a dynamic process. To build a harmonious society, we must establish a diversified and effective mechanism for proper settlement of various disputes. To build a diversified dispute resolution mechanism must be in step with the soundness and development of the rule of law. To prevent and reduce social conflicts and achieve full harmony must be carried out within the framework of the rule of law.
