在全省学习推广邯钢经验动员大会上,应省委省政府邀请,邯钢总经理刘汉章同志专程前来出席大会,详细介绍邯钢经验。邯钢经验是在我国深化企业改革、强化企业管理过程中产生的,内容十分丰富。它的精神实质是:以经济效益为中心,依靠职工群众,坚持“三改一加强”方针,按照市场经济要求,建立起“模拟市场核算,实行成本否决”的管理机制。这是经济体制转轨过程中决定企业改革与发展的关键,具有普遍通用性。其主要经验是:
