长江三峡工程,具有发电、防洪、航运等综合效益。除工程建设直接带动渝东、鄂西等库区沿线地区移民安置和城市迁建外,对长江中下游地区的防洪,我国中东部地区的电力供应,更均具有战略意义。自1994年开工建设以来,库区社会经济和城市建设得到了迅速发展,与此同时,川、渝、鄂、湘、黔等周边地区,如何依托三峡工程建设、三峡库区及长江黄金水道,建立综合交通运输系统,在承东启西的发展过程中,以交通建设促进社会经济的进步,也具有重要的现实意义。
