The economic responsibility system has been persistently implemented for five years at the Dongcai plant. During this five-year period, the form of contracting has gradually increased and the contents of contracting have been gradually enriched. At present there are 16 kinds of relatively complete contracting forms. In addition to the vertical layer contracting, there are eight lines for horizontal professional contracting: one is the contracting of technical scientific research projects with new product development as the main content; the other is the contracting of operational projects with the main purpose of improving potential economic benefits by tapping potential and reducing consumption. Third, it is a technological transformation project focusing on updating equipment.
