2007年8月13日上午,国务院办公厅在中国政府网发布了《国务院关于解决城市低收入家庭住房困难的若干意见》(国发〔2007〕24号,简称“24号文”)。“24号文”一发布,就引来业界和社会的普遍关注。“24号文”确立的基调,与之前两轮房地产调控以稳定房价为重点的思路显然不同。市场人士称,地产调控正在重新瞄准和定位。为了加速“24号文”落实,建设部正在筹建新机构———住房保障司;国土资源部加紧行动,确保中低价位住房用地;与此同时,一场全国性的保障住房情况调研行动也在9月展开;9月18日,建设部住宅与房地产业司司长沈建忠明确指出,政府将研究制订《住宅法》。为“24号文”叫好的同时,也有不少人提出“24号文”和相关配套政策的落实面临的几大疑问。那就是:保障范围到底有多大?保障资金如何保证?“24号文”对房价影响有多大?“24号文”是绞杀中产阶级吗?“24号文”后开发企业面临的市场形势怎样?政府将来有可能设置住宅产业部吗?对于中国的住宅市场而言,“24号文”具有里程碑的意义。从此,中国对房地产的调控进入全新的阶段。
