去年春夏之交在全国发生的严重的政治动乱和在北京发生的反革命暴乱,给整个高教战线以极大的冲击,也使高教战线的党组织经受了一次严峻的考验。有的党组织经受不住这种严峻的考验,战斗力不强和失去战斗力;有的党员特别是党员干部参与了动乱甚至成了动乱的策划者、组织者,背叛了党和人民的利益;许多学生卷入动乱,他们无视法律、践踏法律、危害专政,做出了许多亲者痛仇者快的事来。血与火斗争的教训说明,必须加强党对高校的领导,必须加强高校的法制建设。这里,笔者着重就健全高校法制建设对加强高校党的领导的作用谈谈看法。法制是加强高校党的领导的一项重要工具和有效保障。从高校范围来看,健全高校法制工作对加强高校党的领导的重要作用着重体现在以下几个方面: 首先,法律规范确立和保障了党对高校的领导地位。坚持党的领导是我国宪法确立的基本原则。我国宪法以根本法的形式对党的领导地位予以确认,不仅使党的领导地位有了政治
