头营镇位于原州区北部约20公里处,是一个山川相间的回汉杂居区。全镇现有各级各类学校29所,其中初级中学2所,完小27所(另设教学点5个)。专职教师446名,在校学生8709人。近年来,在上级党委、政府和教育主管部门的正确领导和亲切关怀下,在自身孜孜以求的锐意进取下,头营镇学区所属学校正在缩小着山川差距,共同进步,共同提高。特别是“132示范校创建工程”实施以来,头营镇学区不失时机地制定了《头营镇创建示范校、合格校实施方案》,按照“整体规划、分类指导、强化落实、分步实施”的原则,对所属学校进行检查与指导,并及时反馈信息,以期扬长避短,相互交流,有力地促进了全镇学校工作的全面发展。2004年年初,头营镇学区被原州区教育局确定为中小学人事制度改革的又一试点单位。为了确保改革工作的顺利进行,做到在改革中完善,在改革中进步,头营镇学区经过宣传动员、方案制定、群众测评、教师自评、组织鉴评和教师素质测评六项程序,依据《头营镇学区教职工考核细则》,从德、能、勤、绩、学、廉等方面对教师进行综合评价,强化了教师队伍的素质,转变了观念,规范了管理。2002年5月,头营中学有幸成为“国家教育部和李嘉诚基金会西部首批远程教育项目”实施单位,这一千载难逢的历史机遇,从此拉开了头营镇现代远程教育的序幕。
