自党的十四届四中全会《决定》提出“用三年的时间,在全体党员中有计划、有步骤地开展一次建设有中国特色社会主义理论和党章的学习活动”以后,两年多来,我省各级党组织把党员“双学”活动作为加强党的思想作风建设的一件大事来抓,加强领导,加大力度,狠抓落实,促进了“双学”活动的深入开展。目前,全省所有基层党委和91%的基层支部都开展了“双学”活动,参加“双学”活动的党员达316万人,占党员总数的90%。省委非常重视这项工作,建立了“双学”活动领导及办事机
