有效需求不足和经济增长速度逐年回落是当前经济运行中存在的突出问题，理论界从不同的角度分析原因，寻求对策。主要观点可以概括为以下几个方面：一、关于消费人们普遍认为消费需求不旺是当前我国经济中存在的突出问题。但在对消费需求增长态势的判断上，观点有一定的分歧。
Insufficient effective demand and the year-on-year economic growth rate are the prominent problems in the current economic operation.
